What Is Tender Bidding Service?

Most tenders are not lost on price. They are lost on compliance — a missing certificate, an unsigned page, a document uploaded in the wrong format, a declaration on the wrong letterhead, or a submission attempted an hour before closing on a portal that was struggling under load. Technical rejection means your financial bid is never even opened, however competitive it was.

Bidding well is therefore mostly a discipline problem rather than a commercial one. It means reading the tender document properly and building a compliance matrix from it; attending or at least reading the pre-bid meeting minutes, which frequently amend the conditions; assembling every certificate and declaration exactly as specified; arranging the earnest money deposit in the accepted form; and submitting with enough margin that a portal problem is recoverable.

We run that process for you. You supply the commercial judgement — what price you can profitably hold, what delivery you can commit to — and we handle the document work, the portal mechanics and the deadline management. Where you are entitled to MSE relaxations on turnover, experience or EMD, we make sure they are actually claimed, because those exemptions are routinely left on the table by bidders who do not know to invoke them.

Bid Types We Handle

    Repeat supply

Limited tenders to empanelled vendors and rate contracts for repeat supply over a period, which reward reliability over one-time price.

Benefits

What you actually gain from Tender Bidding Service.

  1. You stop losing on technicalities

A compliance matrix built directly from the tender document means every certificate, declaration and format requirement is checked off before submission, not discovered after rejection.

  2. MSE exemptions actually claimed

Turnover and experience relaxations and EMD exemption for micro and small enterprises are routinely available and routinely missed. Claiming them changes which tenders you can qualify for at all.

  3. Submissions that are never late

We work to an internal deadline well ahead of the portal deadline, so a slow upload or a portal outage on the last day is not the end of your bid.

  4. Your team keeps doing its job

Bid documentation is time-consuming work that pulls your best people off delivery. Outsourcing the paperwork means you bid on more tenders without hiring for it.

Eligibility

Check where you stand before applying — we confirm all of this on the first call anyway.

What you need to bid

  • Valid Udyam registration, and GeM registration for marketplace bids.
  • A Class 3 digital signature certificate in the name of the authorised signatory, which is mandatory for e-submission.
  • Financial standing meeting the tender's turnover condition, or eligibility for the MSE relaxation from it.
  • Past performance evidence where the tender specifies prior experience, or eligibility for the MSE or startup exemption from it.
  • Capacity to actually execute the order if you win it — bidding for work you cannot deliver ends in penalties and blacklisting.

Commonly required certifications

  • ISO certification, frequently a stated prequalification condition.
  • BIS or ISI marking for products where the category requires it.
  • NSIC registration, for free tender documents and EMD exemption.
  • Sector licences — factory licence, pollution consent, FSSAI or drug licence, depending on the goods.
  • GST registration and a clean tax compliance record, which many tenders now verify directly.

Why Choose SetuBridge

What working with us is actually like.

  • We tell you when the answer is no

If you are not eligible, or the timing is wrong, or your credit record needs fixing first, we say so on the first call — before you have paid us anything.

  • One team, start to finish

The same people who assess your case prepare the file and follow it up. You are not handed to a different desk after the sale, and you never re-explain your business.

  • 700+ businesses across 28 states

We have run this process across 28 states and most sectors, so we know which departments, portals and branches move quickly and which need chasing.

  • Fees agreed in writing, upfront

You know the cost before work starts. We never ask you to pay anything to a government official or bank employee, and no legitimate consultant will.

  • Follow-up is the actual work

Most applications do not fail at filing — they stall at an unanswered query or a missed deadline. Chasing those to closure is the bulk of what we do for you.

  • You keep every document

Certificates, acknowledgements, login credentials and filed copies are handed over to you. Nothing is held back to keep you dependent on us.

Frequently Asked Questions

  • Almost always documentation: a missing certificate, an unsigned or unstamped page, a declaration not on the prescribed format or letterhead, a document uploaded in the wrong file type, or a turnover or experience condition not met and no exemption claimed. A technical rejection means your financial bid is never opened.
  • Seven to ten days is comfortable. Less is workable if your document set is already current, but arranging an EMD, obtaining a fresh solvency certificate or issuing a digital signature certificate takes days you will not have if you come to us with 48 hours left.
  • No. You set the price, because only you know your true cost, capacity and what margin you need. We advise on how the price should be structured in the tender's format, what the evaluation criteria reward, and what the realistic competitive range looks like — but the commercial call is yours.
  • We support the arrangement — bank guarantee, demand draft or online payment as the tender accepts — and coordinate with your banker. Where you qualify as a micro or small enterprise, EMD exemption is often available and we claim it, which is frequently missed by bidders filing on their own.
  • We support the post-award formalities — acceptance of the letter of award, performance security or bank guarantee, agreement execution and the delivery documentation the contract requires. Execution and delivery are yours; the paperwork around them we can continue to handle.
  • No, and nobody honestly can — award depends on competition, price and evaluation criteria outside anyone's control. What we control is that your bid is complete, compliant, submitted on time and claims every relaxation you are entitled to. That moves you from being rejected on technicalities to actually competing.

Government fees, scheme limits and eligibility norms are revised from time to time. Figures on this page are indicative — our team confirms the rules in force on the day of filing before you commit to anything.
