What Is GOBARdhan Registration?
GOBARdhan — Galvanizing Organic Bio-Agro Resources Dhan — is the Government of India's umbrella initiative for converting organic waste, primarily cattle dung and agricultural residue, into biogas, compressed biogas and organic manure. The Unified Registration Portal, run under the Department of Drinking Water and Sanitation, is the single window where every biogas, CBG and bio-CNG plant in the country registers and receives a registration number.
That number matters commercially. It is the reference used across the departments and schemes that support this sector — central financial assistance for waste-to-energy projects, offtake arrangements for compressed biogas, and market development support for fermented organic manure. Without registration, a plant sits outside the system that the incentives are administered through.
The registration itself is a documentation exercise covering the promoter, the site, the technology, the feedstock arrangement and the project's technical parameters. Applications typically stall on feedstock tie-up documentation and land or site papers, because assessors want to see that the plant has a secured, quantified input supply rather than an assumption about availability.

Who can register
- Individuals, farmer producer organisations, co-operative societies, gaushalas, panchayats, entrepreneurs, companies and LLPs setting up or operating a biogas, CBG or bio-CNG plant.
- Both proposed projects and operational plants can be registered on the portal.
- The applicant must have site control — ownership or a long-term lease of the land where the plant is or will be located.
Project requirements
- An identified and quantified feedstock source — cattle dung, agricultural residue, press mud, municipal organic waste or similar — with supply arrangements documented.
- A defined plant capacity and the technology or process route to be used.
- Required statutory clearances for the site and activity, including pollution control board consent where applicable.
- For CBG projects, an offtake or marketing arrangement is usually expected for scheme benefits.
